Once you have purchased a vehicle once, you don't need to do so again, and can just spawn it on your location whenever you like. Similarly, if you find a hard-to-access piece of road, parkland or hill, you can often use it as an inaccessible place where the police will usually lose you. The best way to lose the police without having to find badges is to get to the beach - they are not very good when driving around water. Eventually, if you stay hidden for long enough, they disappear completely. Once the badges on the left are grey, the police cannot see you any more.
